On the 3rd instant His Excellency the Lieutenant Governor inspected the Government Civil and Lock Hospitals, and I have drawn up and now forward this Memorandum in accordance with his instructions.
The Civil Hospital is quite unfit for the purposes to which it is applied. The entire woodwork is decayed, the building
